Can a Kuwaiti cell phone be used in Afghanistan or Iraq?

My husband is in the Army. He has been calling me from a cell phone with a Kuwait country code. Because of what he does, I feel most comfortable not asking where he is at. My question is this: Could the cell phone he is using, obviously from Kuwait, be used in other countries, possibly even Afghanistan or Iraq?
