Should I call HR and ask for an interview and test?

I applied for a job that I am well qualified for; they ask for 3 years experience, I have 17. However, the job has been advertised for a month and no one has called me for an interview or to take a skills test (medical transcription). Job is still being advertised. Would it be improper to call their HR Dept. and ask to be tested or why they have not called me for an interview? Additional info: I have supervisory experience in this job, but it is not a supervisor position. Could that be causing me trouble?
