Who has the best finales?

I can't say that any particular composer has the best finales, but in my opinion, Mendelssohn wrote some especially rousing, energetic and beautiful finales. Just listen to the famous Saltarello from his 4th (Italian) Symphony, the fourth movement of the 3rd (Scottish) Symphony, the finale of his Violin Concerto and third movement of the Piano Concerto in G minor. Mendelssohn's 2nd (Lobgesang) Symphony ends with the wonderful chorus "Ihr Vlker! bringet her dem Herrn Ehre und Macht!" My favourite is probably the finale of the 5th (Reformation) Symphony, with its powerful rendition of the chorale "Ein feste Burg ist unser Gott" played by the whole orchestra.
